2025 Resident Ballot Amendment Results

We’re excited to share the official results of the 2025 Indenture of Restrictions (Indentures) Amendment vote. Residents can view a copy of the City & Village ballot amendment result confirmation letter.

 

In June 2025, ballots were mailed to all 558 property owners by the City & Village Tax Office, with two proposed amendment changes:

​

  1. An increase to the annual assessment

  2. A modification to allow backyard chickens

#1 Amendment:
Article III, Section H
(Annual Assessment)

Ballots Returned by Deadline: 251 (45% response rate)
Result: Passed (65% in favor, 35% against)
New 2026 Assessment Fee: $380 (up from $280)
Annual Assessment Effective Date: January 1, 2026
New Assessment Due Date: January 31, 2026

 

The trustees remain committed to transparent and fiscally responsible decisions. This amendment change provides the Old Farm Estates Homeowners Association (OFE HOA) with flexibility to responsibly adjust future assessments, without requiring future amendment votes.

 

Our goal, as a community, is to uphold each homeowner to the Old Farm Estates Indenture of Restrictions. These are the rules by which our subdivision is governed and the responsibilities inherent in homeownership in the subdivision. The result of this vote demonstrates that our residents support protecting our shared community assets, addressing deferred maintenance, planning for the future of our subdivision, and reducing our reliance on resident volunteers.

#2 Amendment:
Article IV, Section C (Chickens)

Ballots Returned by Deadline: 256 (46% response rate)
Result: Passed (69% in favor, 31% against)

This means homeowners will now be allowed to keep backyard chickens, with rules and guidelines to follow (more information coming soon). This is aligned with the State of Missouri legislation, which states that HOAs can no longer restrict the ownership of up to six chickens.
